While service animals are becoming increasingly prevalent in public schools, few school districts have developed policies and practices to guide school personnel in integrating them into the school environment. For school administrators, understanding how to balance the needs of all students and staff with the needs of individual with a service animal in school can create many legal challenges. Federal and state laws provide guidance, but they are complex and difficult to decipher. Furthermore, research analyzing the increasing prevalence of service animals on K-12 school campuses has not been fully examined. This presentation presents research based on a document analysis of all Office for Civil Rights (OCR) complaints specifically related to using service animals in K-12 public schools since 2013. The presentation concludes with recommendations and guidance on how administrators can develop sound policies and practices based on past OCR service animal violations. School administrators will be able to apply the knowledge learned to implement procedures for their own school district. School officials who seek to avoid civil rights violations, but still protect individuals who want their service animals to accompany them to school will benefit from this session.
