Kelly Frels says that most of the stories presented in School Law’s Evolution: Reflections of a Texas Lawyer (2019), “are purely factual, but some near the end include my personal opinions on education policy issues. Being free to comment on policy matters is a luxury of being retired and not having clients who might be discomfited by my opinions. These stories and opinions are my personal recollections and views and are not those of Bracewell llP, any client, former client, or another person. I have not included stories about my being managing partner of Bracewell, or president of the Houston Bar Association or State Bar of Texas. Nothing in this material is intended as legal advice, nor should it be considered legal advice. These reflections are not presented as a historical narrative. I have chosen to reflect primarily on events or issues that most directly fashioned the school practice, especially those events that left a lasting impression on me. some of these events are historically significant, while others are meaningful only to me or to those who were directly involved. Each of these reflections is a story unto itself, so there is some replication throughout this series of self-standing stories.
