Dr. Devlin earned her M.Ed. in Foundations of Education and Ph.D. in Higher Education from the Rutgers Graduate School of Education. Nora now works as the Assistant Director of Institutional Effectiveness at her alma mater, Eastern University in St. Davids, Pennsylvania. Her dissertation, “Pursuant to Professorial Duties” catalogued and analyzed 160 cases of college and university faculty suing their institutions for infringing on their First Amendment freedom of speech; it can be found on Proquest. Nora has published two sole-authored articles in the Journal of College and University Law, and has a third article in preparation in collaboration with the higher education law legend, Mary Ann Strong Connell. Nora’s current role in Institutional Effectiveness gives her opportunities to practice textual and quantitative analysis as well as her skills and intuition related to risk management and compliance.
