Biography

Chuck is a graduate of the University of Michigan Law School and for 20 years served as Associate Director and Attorney for a federally-sponsored Civil Rights Center based. at Michigan serving districts in six. state Great Lakes region as they met the challenges of racial desegregation, gender equity initiatives, and addressed language minority concerns.

He went academic at Michigan- Ann Arbor as associate professor before returning to his native Ohio where he was a founding faculty member of a doctoral program in educational leadership at Youngstown State University. He recently retired. from YSU after serving 30 years, the last. 15 as Director of Graduate Programs in Administration and Leadership. He continues to teach in the public administration and educational leadership programs at the University of Michigan -Flint.

Chuck’s research agenda revolves. around the intersection of public. law, education and youth policy, and change in complex social organizations. Special interests presently include educational equity issues, school exclusions, liability for mass school shootings, and child protection. He appreciates ELA and the unique opportunity it provides to learn from other advocates, practitioners and professors!
